Kaliningrad port is located in the mouth of Pregol river, within Kaliningrad city limits.
It is accessible from Baltic sea via 24 nautical miles long canal being actually a separated fairway in Kaliningrad Bay.
See Mariner's Guide for Port Entry for more details.

The port and canal restrictions are as follows: maximum permissible draft 8,0 meters (fresh water, density 1,0000),
maximum permissible LOA 170 meters for dry cargo vessels and 140 meters for tankers, maximum permissible beam 25 meters.
Entry of vessels with LOA and/or beam exceeding the above figures is subject to special permission by the Harbor Master.

For LukOil Terminal located at Svetly approximately in the middle of the canal maximum LOA of tankers is 170 meters,
and maximum draft for outward passage in laden condition is 9,40 meters.

For Sodruzhestvo-Soya Terminal located in the canal next to LukOil Terminal (approx. 14 n. miles) from the canal entrance,
maximum permissible LOA is 186 meters, draft 9,4 meters.

Depth in the port and in the canal may deviate due to wind direction and force, and in some cases vessel in question can be loaded
up to draft above 8,0 meters.
Decreasing of the maximum permissible draft below 7,8 - 7,9 meters is also possible but same happens rather seldom.

The traffic in the canal is one way with the following schedule:
· inward canal entries from 0300 to 0400 hrs and from 1500 to 1600 hrs local time
· outward canal entries from 0800 to 1100 hrs and from 2000 to 2300 hrs local time.
Local time is GMT + 2 hrs.

Vessels of LOA above 135 meters pass the canal only during the daylight time, and the above schedule is adjusted for them accordingly.

The port is accessible all year, no ice-breakers are needed in winter. However, when unusually low temperatures are faced during long periods,
some ice appears in the canal and the Port Authority has to employ strong tugboat for clearing fairway whenever convoy includes only smaller vessels.
Surcharges for such tugboat are shared by vessels participating in the convoy. With such ice smaller vessels which normally do not employ tugboats
for berthing might need to employ small tugboat.
Latest when such circumstances were faced is 1997.

All handling terminals except Batiysk Ferry Terminal and Kaliningrad Silo are ISPS-certified

Kaliningrad port includes three separate stevedoring companies operating their own cargo handling facilities, warehouses and open storage areas.
Those companies are Kaliningrad Sea Commercial Port, TransBaltService terminal, Kaliningrad State Fishery Port, Kaliningrad Oil Terminal (formerly belonging to the Fishery Port), LukOil Terminal located at Svetly approximately in the middle of the canal, BNK Baltiysk Oil Handling Terminal and Baltiysk Ferry Terminal both located at Baltiysk near the canal entry, and Kaliningrad River Port.
Kaliningrad Silo and GMB Terminal handling export bulk fertilizers being another independent companies are located at the territory of the Sea Commercial Port and therefore they are using the port's infrastructure.
Some oil loading takes place also in Baltiysk near the canal entry point and in Svetly (half way in the canal) at the pier of local power station.

Sea Commercial Port being the leader handles various types of general, containerized, ro-ro and bulk cargoes. The port has:
· 20 berths with total lengths of 3017 meters including 2 roll-on-roll-off-ramps,
· 44 000 square meters shed space (including 4 000 square meters refrigerated shed for fruit) and 210 000 square meters open air storage areas.
Cargo handling facilities available include:
· 57 units terminal shore cranes with a capacity of 5 up to 50 tons,

Tankers with LOA more than 135 metres and beam upto 18 m to be agreed with Harbour Master prior arrival
Mooring alongside the pier by portside i.e. with turnaround manouver for inward. Tugs are complusory.

State Fishery Port handles of general cargoes, mainly frozen fish and meat, bagged cargoes, export bulk ferilizer, liquid fertilizer, oil, and ro-ro cargoes.

LukOil Terminal loading export oil cargoes has 3 loading beths, about 120 000 cub m tank storage capacity and loading rate about 1 000 cub m per hour
depending on the commodity.
Some Loading of export oil also takes place at a berth of Power Station No. 2 in Svetly.

River Port handles mainly export coal. Due to its location upper the river, the restrictions are so that only smaller vessels can be handled there.
The port has one berth 201 meter long and 6 units shore cranes with a capacity up to 10 tons.
The open storage area allows to store 35 000 tons of coal at a time.
Another 130 meters long berth controlled by the River Port is located in Svetly.
This berth has 3 shore cranes with 10 and 16 tons capacity and open air area for storage of 19 000 tons of coal at a time.

Sodruzhestvo-Soya Terminal located in the canal next to LukOil Terminal (approx. 14 n. miles) from the canal entrance is expected
to start operations in February-March 2007 handling soy oils and bul soya bean/meals.

Kaliningrad Oil Terminal loading export oil cargoes has 310 meters loading beths,
about 35 000 cub m tank storage capacity and loading rate about 8 000 cub m per 24 hours.

BNK Baltiysk Oil Handling Terminal loading export oil cargoes has 1 loading beths, about 15 000 cub m tank storage capacity and maximum

Heading to Kaliningrad port, plot the course to Arrival Buoy of Baltiysk located 4,8 miles off the breakwater (j = 54° 41,4' N; l = 19° 45, 0' E).

One hour prior to arrival to Baltiysk roads contact Pilot Station on VHF ch. 16 (calling BALTIYSK TRAFFIC) for instructions.

When instructed to enter right on arrival, leave the Arrival Buoy on port side, head 1220 and proceed along the leading line of Baltiysk Lighthouse.

The pilot will arrive 1 mile off the gateway. The pilot ladder to be prepared on lee side as per agreement with the Pilot Station.

In case canal entry right on arrival is not scheduled the Pilot Station will instruct to anchor on outer roads nominating anchorage point by bearing and distance
to Southern or Northern Breakwater tip.
Anchorage is located southwards from the entry fairway. Its borders are shown on chart no. 25051.
When approaching the nominated anchorage point at night time beware of mooring buoys at north-western part of the roads.
Their location is shown at the chart. Depths at the outer roads are 15 - 20 meters. Bottom: sand, mud. Holding ground good.

When waiting at the anchorage, stand-by on VHF ch. 16 for the announcements of the Pilot Station.
Prior to beginning of inward passage the vessels are instructed regarding time of starting to proceed and which vessel you have to follow in the convoy.

The pilot will arrive to the vessel at the anchorage, but sometimes you might be ordered to proceed to lay on the entry
leading line and to approach the canal gateway with 1 mile distance where the pilot will board.
Being 1 mile off the gateway steer exactly by leading line against shifting tide and leeway.

At the middle of the gateway, abreast the breakwater tips, head 1310 and follow the leading line of green lights ahead
(direction of this leading line is 3110 - 1310).

The vessel will be passing the canal approx. 3 hours with headings altered by the pilot. At the end of the passage the tugboats, if needed, and the linesmenbr
will be called by the Port Operation being in contact with your pilot.
